The current standard limits the maximum speed of electric bicycles to 20 km/h, but some electric bicycles in actual use exceed 40 km/h; the current standard limits the vehicle weight to 40 kg, but some models exceed 70 kg. These products are approaching the performance of light electric motorcycles while offering poorer safety and posing major traffic risks, causing many casualty accidents. In addition, the weak fire and flame resistance of some electric bicycles has led to a growing number of fires in recent years, repeatedly causing major casualties and property losses. It is therefore urgent to revise the current standard, strengthen the management of electric bicycles and effectively protect the safety of people and their property.

The new standard specifies the main technical requirements and corresponding test methods for complete vehicle safety, mechanical safety, electrical safety, fire performance, flame retardant performance, radio disturbance characteristics and the user manual of electric bicycles.

The notice states that under the new national standard, electric bicycles must meet the following requirements:

a) Pedaling capability with foot pedals;

b) Electric drive or/or electric assist function;

c) In electric drive mode, the maximum designed speed shall not exceed 25 km/h;

In electric assist mode, when the speed exceeds 25 km/h, the motor shall not deliver power output;

d) The mass of a complete electric bicycle shall be no more than 55 kg;

e) The nominal voltage of the battery shall be no more than 48 V;

f) The rated continuous output power of the motor shall be no more than 400 W.

The release of the new national standard will surely shake the whole industry, and manufacturers producing non-compliant electric vehicles and the dealers selling such products will be seriously affected. The industry may see a reshuffle.
